LTDC DEPARTMENTS

In February 2002, the Lesotho Tourism Development Corporation (LTDC) was established with the
coming into force of the
Tourism Act of 2002. The LTDC replaces the Lesotho Tourist Board that was
enacted by Lesotho Tourist Board Act of 1983. The Board of the Corporation was appointed in
November 2002 whilst the Staff took office from September 2003.


The operational structure of the Corporation consists of:

Research & Development

This department is charged with the undertaking of all research to support the development and growth of the tourism industry in Lesotho . This is done by collecting, analyzing and interpretation of tourism trends and all tourism related statistics and advising accordingly to ensure continuous improvement in the quality and value of the corporation's products and services.

Investment Promotion

The investment promotion directorate exists to promote Lesotho as a choice location for sustainable and profitable tourism projects, to uplift the living standards of Basotho through identification of investors locally and outside the borders of Lesotho , as well as promoting Lesotho domestically and internationally to establish income generating tourism projects particularly among the rural disadvantaged.
To facilitate this process, the department is further tasked with the responsibility of mobilizing the requisite resources to meet the demand for financial and infrastructural requirements from both the local and international donor financial institutions and the private sector.

Strategic Marketing

The main thrust of strategic Marketing division is to coordinate, harmonise and manage the marketing thrust of the tourism industry, and match strategies to core tourist markets, within the framework of the country's product offering.
The strategic output is positioning of Lesotho as a tourist destination for local, regional and international tourists.

Finance and Administration

The Finance and Administration is divided into three sections namely:

a) Finance
This section deals with the development and maintenance of financial systems for adequate controls to safeguard prevalent risks, monitoring and reporting of expenditure and income on revenue and capital projects. The section is also charged with the provision of financial management information and advice, initiates budgetary controls and coordinates the budgetary usage.

b) Administrative Support

The general mission of this section is to provide administrative support for the Corporation. Principal efforts are directed towards furnishing direct support services in the following areas: office supplies; fixed assets management; procurement; health and safety of employees and office security as well as telecommunications.

c) Information Technology

The Information Technology (IT) section is focused on building the technological infrastructure and systems within the Corporation and provides information technology services. It sets standards relating to all hardware, software and telecommunications activities and ensures that the standards are adhered to.

Human Resources Development

The Human Resources Department exists to formulate, develop and advise on Human Resources strategies, systems and policies and to ensure that the function provides the support required in implementing these systems.
The department adds value to the functioning of the Corporation as well as the tourism industry by facilitating the design and delivery of suitable training programs for the industry. Within the Human Resources department there is a Central Registry which is a strategic nerve centre for internal communication.

Corporate Secretariat

The Corporate Secretariat function is geared to instill and support sound corporate governance practice thorugh the provision of logistical and advisory support to the Corporation's Board of Directors, ensuring that resolutions of the board are duly implemented, provision of legal advice to the Board and Management and lastly the adherence to and observance of all statutory provisions as outlined in the Tourism Act No. 4 of 2002, and its amendment.
